Central Election Commission data showed Yanukovich garnering 48.23 percent compared to Tymoshenko's 46.14 percent, with about 5 percent of ballots remaining to be counted.
Yanukovich declared victory late Sunday while Tymoshenko has refused to concede.
In the first round held on Jan. 17, Yanukovich had 35.3 percent of the votes while Tymoshenko garnered 25 percent. Incumbent President Viktor Yushchenko lost the chance to run in the run-off after he collected only 6 percent in the first round.
