The main task for the expert meeting is to estimate the damage the country suffered during the mass unrest and ethnic clashes which occurred in the south of the country. The sides will also scrutinize the anti-crisis programme for the recovery of Kyrgyzstan’s economy and the definition of the volume of necessary financial aid for these purposes. The Kyrgyz government asked for 1.24 billion US dollars. The international community allocated 1.1 billion US dollars, the major share of the requested money.
Roza Otunbayeva, President of Kyrgyzstan:
- First of all, the money is required for the restoration of the southern regions of the Republic. It is all about building schools, housing and social facilities. The money is also needed to fill in the budget deficit. These are the two main items I would like to point out.
The money will be transferred to Kyrgyzstan within 30 months. The country will get 600 million out of the sum before the end of 2010 as emergency aid. A share of the money will be used to eliminate the Republic’s budget deficit including payment of wages and fulfillment of social commitments. The list of donors includes the world’s largest financial institutions such as the World Bank, the Asian Development Bank, the European Commission and the anti-crisis fund of the Eurasian Bank.
Meanwhile, not everyone in Kyrgyzstan agree with the OSCE decision letting its police force be deployed in the country for consultancy aid. Opponents of this decision say that local law enforcements bodies can cope with the situation themselves with volunteers agreeing to help them with it.
